BZ2 is a filetype that can compress files into smaller ones, like rar. Games based on Half-Life are capable of having external servers to provide the donwloads, which will improve the downloads speed when connecting.
Many admins have those kind of servers where they host BZ2 files, but a lot of times they are to expensive.
